2020年12月15日欧盟官方在公报上发布了关于REACH法规限制篇的修订法规(EU) 2020/2081和(EU) 2020/2096。其中(EU) 2020/2081增加了第75项关于纹身用途的混合物中有害物质的限制要求，(EU) 2020/2096修订了REACH法规限制篇的第3、28~30、43、46项，删除了已经纳入欧盟POPs法规管控的第22、67和68项，法规在官方公报发布后的第二十

2020年12月15日欧盟官方在公报上发布了关于REACH法规限制篇的修订法规(EU) 2020/2081和(EU) 2020/2096。其中(EU) 2020/2081增加了第75项关于纹身用途的混合物中有害物质的限制要求，(EU) 2020/2096修订了

REACH法规限制篇的第3、28~30、43、46项，删除了已经纳入欧盟POPs法规管控的第22、67和68项，法规在官方公报发布后的第二十天生效。

 

REACH新增第75项

2022年1月4日之后，纹身用途的混合物如不符合下述至少一条特定的限制要求，则不得用于纹身和投放欧盟市场：(a) 法规(EC) No 1272/2008附录VI第3部分分类的任何物质；(b) 法规(EC) No 1223/2009附录II中所列物质；

(c) 法规(EC) No 1223/2009附录IV中，且符合在该附录表格g，h和i列中任何一种规定情况的物质；(d) REACH法规附录XVII附件13中所列物质。此外对于限制要求的第7和第8条的要求适用于所有纹身用途的混合物，不论其

是否属于以上（a）至（d）条的物质。

此外法规还规定了特定的豁免物质、供应商在投放市场前应在混合物上标注相关信息等，特定的限值要求等更多内容详见法规原文文件，在此不做详述。

 

REACH修订第3、28~30、43、46项

 

第3项（被认为是危险的液体物质或混合物）：R65是标准的“R-短语”之一，表示与使用第67/548/EEC号理事会指令中规定的物质引起的特殊风险，由于该指令已被废除，因此删除第3项限制要求中对R65的引用。由于

ECHA已于2015年7月8日根据法规第69条编制了一份卷宗，并得出结论无需对该条目中规定的限制提出修正案，第6和第7段已变得多余，因此删除第6、7段；

 

第28~30项（被分类为第1A类或第1B类的致癌物质、第1A类或第1B类的致基因突变的物质以及第1A类或第1B类的生殖毒性物质）：引用欧盟的1272/2008（EC）（简称为CLP法规）中的物质，因CLP中CMR 1A或1B更新，

本条规定也应随之更新（关于CMR类物质更新生效时间不同，详见法规原文）；新增f点针对(EU) 2017/745涵盖产品的豁免，欧盟法规(EU) 2017/45为关于医疗器械的法规；

 

 第43项（偶氮着色剂和偶氮染料）：更新第43项关于偶氮着色剂和偶氮染料的测试方法，更新如下：

第46项（壬基酚和壬基酚聚氧乙烯醚）：欧盟曾发布(EC) No 552/2009增加了此条款中的CAS号以及EC号，其目的是为了帮助运营商和执法机构确认该类物质，但是意图并非是只管控这些CAS号和EC号的物质，因此现删除了

第46项中壬基酚的CAS号和EC号以体现立法者意欲管控所有类别的壬基酚类物质的本意。


REACH修订第22、67、68项

第22项：五氯苯酚及其盐和酯（已纳入欧盟POPs法规）

2020年12月15日，欧盟发布REACH法规限制篇的修订法规(EU) 2020/2096，修订法规自2021年1月4日起实施，此法规修订内容包括删除第22项五氯苯酚及其盐和酯，此项目已经纳入到欧盟POPs法规的管控并已于2019年7

月15日实施，因此从REACH法规限制篇中删除。


欧盟POPs法规管控要求简介：禁用五氯苯酚及其盐和酯。

第67项：十溴二苯醚（已纳入欧盟POPs法规）

2020年12月15日，欧盟发布REACH法规限制篇的修订法规(EU) 2020/2096，修订法规自2021年1月4日起实施，此法规修订内容包括了删除第67项十溴二苯醚，此项目已经纳入到欧盟POPs法规的管控并已于2019年7月15日

实施，因此从REACH法规限制篇中删除。


欧盟POPs法规管控要求简介：物质中的十溴二苯醚含量小于等于10 mg/kg（按重量计为0.001%），混合物和物品中四溴二苯醚、五溴二苯醚、六溴二苯醚、七溴二苯醚和十溴二苯醚含量之和不超过500mg/kg（按重量

计为0.05%），特定豁免情况详见法规文件。

第68项：PFOA及其盐和相关物质（已纳入欧盟POPs法规）

2020年12月15日，欧盟发布REACH法规限制篇的修订法规(EU) 2020/2096，修订法规自2021年1月4日起实施，此法规修订内容包括了删除第68项PFOA及其盐和相关物质，此项目已经纳入到欧盟POPs法规的管控并已于

2020年7月4日实施，因此从REACH法规限制篇中删除。

2020年12月15日，欧盟RoHS 豁免Pack 22评估项目启动，本次评估涵盖RoHS附件III的6(a)、6(a)-I、6(b)、6(b)-I、6(b)-II、6(c)、7(a)、7(c)-I和7(c)-II九项条款，涉及合金中的铅、高温熔融焊料中的铅、元器件玻璃陶瓷中

铅等广泛在业界使用、影响范围巨大的应用。评估为期10个月，至2021年7月27日结束。

RoHS附件III中6(a), 6(b), 6(c), 7(a) and 7(c)-I 这些豁免条款曾在2019年推出的Pack18评估项目中启动评估，但因故停滞延期到2020年底才又重新启动。

在公布评估结果前，这些豁免将继续有效；评估后可能制定新的豁免期限,也可能撤销条款，如果评估后决定豁免被撤销，则会设定12个月到18个月用于业界替换材料的过渡。
